Rear Admiral Howard B. Markle

Rear Adm. Howard Markle is a native of Pennsylvania and enlisted in the Navy in 1986. Upon graduation from boot camp, he served as a nuclear trained Electronics Technician.  He was subsequently selected for an enlisted commissioning program and commissioned in 1993. He holds a Bachelor of Science in Nuclear Engineering from Pennsylvania State University and a Master of Science in Mechanical Engineering, and a Mechanical Engineer degree from the Naval Postgraduate School. Additionally, he holds a Professional Engineers License in Mechanical Engineering from the state of California. 

His afloat tours included service aboard USS Klakring (FFG 42) where he qualified as a surface warfare officer, engineering officer of the watch, and tactical action officer during multiple deployments supporting Operations Support Democracy, Able Vigil, Deny Flight and Sharp Guard. He earned his submarine qualification as an engineering duty officer on USS Henry M. Jackson (SSBN 730). He served as chief engineer on USS Dwight D. Eisenhower (CVN 69) during two U.S. 5th Fleet deployments in support of Operation Enduring Freedom.  Additionally, he completed a tour as an individual augmentee in support of Operation Iraqi Freedom on the Multi-National Corps-Iraq Headquarters staff in Baghdad, Iraq.

Ashore he served at Fleet Combat Training Center Atlantic in Dam Neck, Virginia, qualifying as an instructor for the Tomahawk Watch Officer and Cruise Missile Command Course as well as serving as division officer for Gunnery and Fire Control Divisions. His engineering duty officer assignments include tours at all four public naval shipyard leading multiple submarine and carrier maintenance project management teams in Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility and Norfolk Naval Shipyard as well as a department head, operations officer and production resources officer at Portsmouth Naval Shipyard. Additionally, he completed multiple tours at Naval Sea Systems Command in the Industrial Operations Directorate, PMS 392, Submarine In-Service Program Office and as executive assistant to Commander, Naval Sea Systems Command. He served on the staff of the United States Fleet Forces Command as carrier and submarine maintenance officer within the Fleet Maintenance Directorate.

He was afforded the great honor and privilege of command as commander, Puget Sound Naval Shipyard and Intermediate Maintenance Facility and the Northwest Regional Maintenance Center; and as commander, Norfolk Naval Shipyard.

His flag assignments include deputy commander, Logistics, Maintenance and Industrial Operations (SEA 04) where he led the four public naval shipyards, four supervisors of shipbuilding and repair, Trident Refit Facility Bangor and Ship Repair Facility, Yokosuka Japan; and as special assistant to the Director, Naval Nuclear Propulsion in support of the AUKUS Technical Exchange.

He has served on teams that have been awarded the Joint Meritorious Unit Award, Navy Unit Commendation, Coast Guard Unit Commendation, Meritorious Unit Commendation and Battle Efficiency E Awards. Additionally, he has served on teams who have been awarded the annual DoD Maintenance Excellence award for field level maintenance on Dwight D. Eisenhower and twice for the Robert T. Mason Depot award while serving at Portsmouth Naval Shipyard and in command at Puget Sound Naval Shipyard & Intermediate Maintenance Facility.
