The
current (October 2010) DoD Form 2535 must be
completed in its entirety before your request for an Navy flyover, airshow,
static display and/or tactical aircraft or parachute demonstration will
be considered. Some of the most common ommissions include the signature
by the sponsoring organization (Block 25a), certification by the "owner"
of the event site (Block 3d) and approval by the local Federal Aviation
Administration (FAA) Flight Standards District Office (FSDO)(Section IV). All these must taken care of before submission
to the Naval Aviation Support Officer. See our "Explanation Thereof page" for step-by-step instructions.
FAA coordination is NOT required for aerial events in
Canada or for Static Display ONLY requests. You should be able to find
your area FSDO's address in your local phone directory under Government
or via the http://www.faa.gov/about/office_org/field_offices/fsdo/ Federal Aviation Administration web site.
With the 23 Feb 98 transfer of authority and responsibility
from the Office of the Assistant Secretary of Defense for Public Affairs
(OASD/PA) to each military service's public affairs offices, we can only
determine eligibility of events for potential Navy operational support
which adhere to Defense Department policy. Aviation support requests can
only be determined eligible for dedicated observational events held within
seven days of the five patriotic holidays (Veteran's Day, POW/MIA Day,
Armed Forces Day, Independence Day, Memorial Day) or for aviation-related
events, such as airshows, airport dedications or Fly-ins.
This does not mean, for example, that you can request
a flyover for an event on July 2nd, justifying its eligibility because
it falls within seven days of one of the DoD-approved holidays. The event
itself must be one in which a Navy flyover contributes immeasurable meaning.
Any aviation support request that does not meet DoD eligibility criteria
could possibly be considered as an Exception to Policy as a ONE-TIME-ONLY
events, provided sufficient rationale. These events are few and far between
and must be determined eligible through Navy chain-of-command channels
by the Secretary of the Navy (through SECNAV/PA). Examples of exceptional
events included the Superbowl, the 1996 Atlanta Summer Olympic Games and
some major NASCAR racing events.
Please submit your DD Form 2535 at least 90 days in advance of the event. Any later requests will make
it difficult for you as the requester to seek and secure operational support
if determined eligible. Incomplete forms and requests received within
14 days of the event will NOT be considered. If eligible, the requester's
event and sponsor information will be posted to this website.
We do not schedule specific aircraft or units for
specific events; we determine the eligibility of the event itself
for potential operational support. It is the requester's responsibility
to coordinate the possible participation of Navy flying units once the
Office of Information has determined eligibility. Requesters must recognize
that "real-world" contingency and/or training requirements take precedence
over public affairs events and any aircraft assets "promised", may very
well be required to perform their assigned tasking and therefore, subject
to non-availability at the last moment. A definitive resource for flying
unit locations, aircraft type by unit, and installation phone numbers
will be provided to you upon meeting egibilty requirements.
Requesters are solely responsible to for notifying the
Naval Aviation Events Support Officer if and when your event's date changes
or cancels so we can update the information provided to system users.
We can only consider events for potential Navy support.
