RMKS/1.  In 1961, President John F. Kennedy signed an Executive Order 
authorizing Federal employees and members of the uniformed services to 
support and facilitate fundraising on behalf of voluntary agencies through 
on-the-job solicitations.  These arrangements shall take the form of an 
annual CFC in which eligible voluntary agencies are approved to take part.
Since that time, Federal employees and military personnel have donated over 8 
billion dollars through the CFC.

2.  References (a) and (b) announced the start of the 2019 annual CFC 
campaign which runs from September 9, 2019 through January 12, 2020.  The 
most important objective of this annual campaign is to ensure every Federal 
employee, Sailor and Marine is made aware of the CFC and given the 
opportunity to donate to their favorite non-profit charity.  I encourage the 
Department of the Navy (DON) and our senior leaders to again support this 
worthy cause.  I also expect you to provide visible leadership and commitment 
to all CFC efforts in and around your installations.

3.  CFC remains a major supporter of nonprofits thanks to the generosity of 
our DON employees.  With your support in 2019, this campaign can continue to 
provide the DON the opportunity to make a positive difference in our 
communities.
