RMKS/1.  The President of the United States has approved and the Senate has 
confirmed the report of the selection board which recommends the following 
officers in the line on the active duty list for promotion to the permanent 
grade of Rear Admiral (lower half).

2.  Frocking to Rear Admiral (lower half) is not authorized except on an
