NARR/REF A IS JAGINST 5800.9E, QUARTERLY CRIMINAL ACTIVITY, DISCIPLINARY 
INFRACTIONS AND COURTS-MARTIAL REPORT (QCAR).  REF B IS THE UNIFORM CODE OF 
MILITARY JUSTICE, 2019 EDITION.  REF C IS THE NATIONAL DEFENSE AUTHORIZATION 
ACT FOR FISCAL YEAR 2020//

RMKS/1.  This ALNAV announces reference (a), which revises the QCAR.

2.  Article 146a of reference (b) and Section 540I of reference (c) require 
the recording of detailed information related to military justice actions, 
including demographic information.  Reference (a) directs all Navy and Marine 
Corps General Court-Martial Convening Authorities (GCMCAs) to provide 
quarterly reports that include detailed information on every summary court-
martial and non-judicial punishment conducted by the GCMCA and their 
subordinate commanders in the administrative chain of command.

3.  Reference (a) is effective immediately and the new report format should 
be used for Fiscal Year (FY) 2021 quarterly reports.  Additionally, in order 
to comply with Section 540I of reference (c), GCMCAs must use the new report 
format to submit a supplemental FY 2020 Fourth Quarter report that includes 
the required information for every summary court-martial proceeding completed 
on or after 17 June 2020 and before 1 October 2020.  GCMCAs will submit these 
supplemental reports by 1 December 2020.  Beginning 1 October 2020, Fiscal 
Year 2021 reports will collect data for both summary courts-martial and non-
judicial punishment proceedings.
The Navy is currently conducting a review of alternatives for the development 
of an authoritative data environment that will capture required information 
for summary courts-martial and non-judicial punishment proceedings.
