Fall 2017 Petty Officer Advancement Quotas Released

Petty Officer Advancement Quotas

The Navy released the fall petty officer advancement quotas Nov. 20 that provides 24,714 quotas for advancement to E-4, E-5 or E-6 for active duty, Full Time Support (FTS), and Selected Reserve (SELRES) Sailors.

Opportunity for active duty advancement remains above the 10-year average for all paygrades this cycle. Prospect for E-4 and E-5 advancement increased from the spring cycle with E-6 holding close to last cycle's opportunity.

Active and FTS quotas for advancement are based on vacancies in the fleet and are aligned with current and planned job openings.

For active duty Sailors serving in demanding, high op-tempo duty locations such as Forward Deployed Naval Forces (FDNF) Japan, advancement opportunity for E-4 through E-6 were above the Navy opportunity. FDNF Japan E-4 advancement opportunity is 56.16 percent compared to 43.32 for all E-4 advancement, 35.8 percent for E-5 FDNF Japan compared to 27.25 percent overall, and E-6 advancement is at 14.93 percent compared to 14.34 for all E-6 advancement.

There were 6,240 active duty Sailors who completive for advancement this cycle due to the addition of two years to the E-4 through E-6 high year tenure (HYT) policy that was implemented in June.

While this change decreased the number vacancies that were expected due to retention, fleet requirements increased the number of vacancies. This requirement increase helped to provide a higher advancement opportunity for E-4 and E-5 paygrades as compared to spring advancement, while keeping E-6 advancement close to last cycle's opportunity.

Active duty, FTS and SELRES petty officers have three opportunities for advancement during the year - spring cycle, Meritorious Advancement Program season and fall cycle. Community managers included all three periods in developing advancement plans to ensure continuous advancement opportunity and community health.

FTS advancement was also impacted by the HYT change. With 52 additional FTS Sailors remaining in the Navy there was a decrease in vacancies that contributed to a drop in opportunity for all three paygrades.

For SELRES, advancement opportunity slightly decreased in paygrade E-4, but increased in the E-5 and E-6 paygrades. Overall, this cycle continues to demonstrate stabilization and improvement in advancement opportunity for Reserve Sailors.

Fall active duty advancement opportunity and quotas by pay grade are:

E-4 advancement opportunity increased from 41.05 percent last cycle to 43.32 percent (2.27 percentage points change) this cycle, with 8,689 quotas.

E-5 advancement opportunity increased from 23.39 percent last cycle to 27.25 percent (3.86 percentage points change) this cycle, with 9,168 quotas.

E-6 advancement opportunity remained near last cycle's opportunity of 14.84 percent decreasing to 14.34 percent (-.5 percentage point change) this cycle, with 3,741 quotas.

FTS advancement opportunity and quotas by pay grade are:

E-4 advancement opportunity decreased from 95.35 percent last cycle to 90.34 percent (-5.01 percentage points change) this cycle, with 187 quotas.

E-5 advancement opportunity decreased from 46.02 percent last cycle to 34.18 percent (-11.84 percentage points change) this cycle, with 188 quotas.

E-6 advancement opportunity decreased from 19.68 percent last cycle to 9.22 percent (-10.46 percentage points change) this cycle, with 83 quotas.

SELRES advancement opportunity and quotas by pay grade are:

E-4 advancement opportunity decreased from 69.05 percent last cycle to 65.95 percent (-3.10 percentage points change) this cycle, with 800 quotas.

E-5 advancement opportunity increased from 29.60 percent last cycle to 33.08 percent (3.48 percentage points change) this cycle, with 1,191 quotas.

E-6 advancement opportunity increased from 14.40 percent last cycle to 17.48 percent (3.08 percentage points change) this cycle, with 667 quotas.

Command triads will be notified via BUPERS Online (BOL) of their Sailors' advancement results Nov. 21 at approximately 11 a. m. Eastern Time.

Individual Sailor advancement notifications will be posted on BOL, Navy Enlisted Advancement System (NEAS) and a list of those advance will be posted on All Hands Magazine at www.ah.mil on Nov. 22, at approximately 11 a. m. Eastern Time.
