FY14 Chiefs' Board Convenes

Quotas from the Fiscal Year (FY) 14 Active Duty E7 Board display the effects of Navy's force management initiatives, resulting in an opportunity increase from 23.96% for FY 13 to 26.68% (+2.72 percentage points) this cycle.

With approximately 4,600 advancement quotas for this board, the Navy is ensuring the Fleet has the right mix of Sailors with appropriate skills and experience to meet the Navy's mission.

The improvement in advancement opportunity is the result of balancing the force across ratings and the result of fewer Sailors eligible for advancement this cycle due to the high number of Sailors advanced last cycle. Opportunity is expected to stabilize towards the 10 year average in the next cycle.

The selection board convened June 17 in Millington, Tenn. and will review the records of approximately 17,400 selection board eligible E6 Sailors.

Top opportunity this cycle is found in the Gas Turbine Systems Technician, Electrical (GSE) with 100% opportunity with 51 quotas; Machinist's Mate, Surface Warfare, 153 quotas for 87.93% opportunity and Explosive Ordnance Disposal, (EOD) 69 quotas for 78.41% opportunity.

There were no ratings with zero opportunity this cycle. Ratings with the least opportunity for advancement are Engineering Aid with one quota and 3.45% opportunity; Aircrewman Operator (AWO), six quotas for 4.92% opportunity and Construction Mechanic (CM) with 10 quotas and a 6.29% opportunity.
