Rear Admiral Loren is a native of Massapequa, N.Y., and graduated from the United States Naval Academy in 1974, receiving a Bachelor of Science degree (Operations Research). His early assignments included Naval Nuclear Power Training, and afloat assignments as Reactor Controls Officer in USS Long Beach (CGN 9) and Combat Systems Officer on the staff of Destroyer Squadron Thirty-one. Subsequent afloat tours were as Operations Officer in USS Peterson (DD 969), COMDESRON TWO Squadron Operations Officer, Assistant Chief of Staff for Communications on the Staff of Commander, Cruiser Destroyer Group Eight, and Executive Officer in USS John Hancock (DD 981). Rear Adm. Loren commanded USS Elrod (FFG 55) and Destroyer Squadron Twenty-Eight. Rear Adm. Loren's ashore tours include one year of independent study at Old Dominion University where he was awarded a Master of Science degree (Education); Flag Secretary to the Commander in Chief, U.S. Naval Forces Europe; NATO politico-military planner for the Strategic Plans and Policy Directorate of the Joint Staff; Doctrine Development Officer of the staff of the Commander, Naval Doctrine Command; and one year as a Federal Executive Fellow at the Harvard University Center for International Affairs. He is also a graduate of the Harvard University John F. Kennedy School of Government National Security Fellows Executive Program, the U.S.-Russia Security Program, and the Senior Executives in National and International Security Program; the Massachusetts Institute of Technology Center for International Studies Seminar XXI program in Foreign Politics, International Relations, and the National Interest; the Syracuse University Maxwell School of Citizenship, National Security Studies Leadership program, and the NATO Defense College General/Flag Officer course. He served as the Navy member of the professional staff on the congressionally appointed independent Commission on Roles and Missions of the U.S. Armed Forces, and later as the Deputy Director, Strategy and Policy Division, Office of the Chief of Naval Operations. Rear Adm. Loren served as Executive Assistant to the Commander in Chief, U.S. Naval Forces Europe/Commander in Chief, Allied Forces Southern Europe/Commander, JTF Allied Force. His initial Flag assignment was as Deputy Director, Surface Ships in the Office of the Chief of Naval Operations, where he served as warfare sponsor and requirements officer for all surface combatants, and the future DD(X) and Littoral Combat Ship programs. He reported to his final assignment as Deputy Director for Politico-Military Affairs (Europe, NATO, Russia, and Africa) Strategic Plans and Policy Directorate, the Joint Staff in July 2003. Rear Adm. Loren's awards include the Defense Superior Service Medal (two awards), Legion of Merit (three awards), Bronze Star Medal, Defense Meritorious Service Medal, Meritorious Service Medal (four awards), Joint Service Commendation Medal, Navy Commendation Medal (three awards), and Navy Achievement Medal.
