Rear Adm. (sel) Fung was born at Marine Corps Air Station Cherry Point, N.C. He graduated from Villanova University’s Naval Reserve Officers Training Corps program and was commissioned an ensign in the United States Navy in 1988. While on active duty, Fung served aboard USS Harlan County (LST 1196), homeported in Little Creek, Va., and completed several overseas deployments including to the Persian Gulf in support of Operation Desert Storm.
Upon affiliating with the Navy Reserve in 1992, he completed a line-to-staff transfer and reported to Naval Mobile Construction Battalion (NMCB) 21 headquartered in Lakehurst, N.J. From 1992 to 1997, he served as company commander and assistant operations officer. He served with Second Naval Construction Brigade/First Naval Construction Division, as both Reserve equipment officer and assistant future operations officer, before returning to NMCB 21 in 2003 as their executive officer while a significant portion of that unit’s personnel were deployed in support of Operation Iraqi Freedom. He served as training officer, Seventh Naval Construction Regiment (7NCR), and mobilized with the Regiment in 2004 – 2005 in support of the First Marine Expeditionary Force (I MEF) Engineer Group located in the Al Anbar Provence, Iraq. During the time that Fung was I MEF Engineer Group’s forward operations officer (G35) and future operations officer (G5) the unit took part in the second battle for Fallujah and conducted the first free elections in Iraq’s history.
After his return from Iraq, Fung took command of NMCB 26, homeported at Selfridge Air National Guard Base, Mich. During his tenure as commanding officer NMCB 26, the battalion successfully deployed two Reinforced Air Detachments and multiple augment units to Central Command (CENTCOM) in support of the Global War on Terror. His Battalion earned "Best of Type – Atlantic Fleet" honors for two consecutive years in FY-2006 and FY-2007.
Following his tour with PERS 413 in Millington, Tenn., from 2007 to 2009 as the Northeast Region Junior Reserve Officer Civil Engineer Corps detailer, Fung was selected to be commander, 7NCR homeported in Newport, R.I. During his extended three-year tour 7NCR mobilized its subordinate NMCBs to CENTCOM area of responsibility in support of the Global War on Terror, as well as smaller detachments to projects worldwide.
Fung is a registered professional engineer in the Commonwealth of Pennsylvania and a certified project management professional. He is a qualified Seabee combat warfare specialist and surface warfare officer. He holds both Bachelors and Masters Degrees in Mechanical Engineering from Villanova University and a Masters in Business Administration from the Fox School of Business at Temple University. His personal decorations include the Legion of Merit, Bronze Star Medal, Meritorious Service Medal, Navy and Marine Corps Commendation Medal (two awards), Navy and Marine Corps Achievement Medal (two awards) and various unit and campaign awards. In February 2013, he was selected for promotion to the rank of rear admiral (lower half).
