Vice Adm. Williams' previous operational assignments include: Deputy commander, U.S. Fleet Forces Command. Director of Global Operations, United States Strategic Command where he was J3 (as well as the J2, J4, J6, and J7 areas). Commander, Submarine Group 9 where he was responsible for 12 submarines and 24 commands. Chief of staff, Carrier Strike Group 5 where he was second in Command of the Navy's only permanently forward deployed Carrier Strike Group. Operations included initial Combat operations during Operation Enduring Freedom in response to September 11, attacks. Commander, Submarine Squadron 4 where he was responsible for six fast attack submarines. Commanding officer, USS Nebraska (SSBN 739) (Gold).
Command accomplishments included Top Navy and Air Force Strategic Missile Unit (USS TRATCOM OMAHA Trophy), the first time a Trident Submarine was selected for this prestigious award for excellence, Meritorious Unit Commendation, Battle Efficiency Award, Atlantic Fleet Outstanding Ballistic Missile Submarine and Fleet Silver Anchor Award.
Executive officer, USS Louisville (SSN 724). Operations included initial Combat operations during Operation Desert Storm as the First Tomahawk Cruise Missile Strike in history by a nuclear powered submarine. He was the engineer officer aboard USS Woodrow Wilson (SSBN 624) (Gold) and the division officer aboard the USS Jack (SSN 605).
Vice Adm. Williams' previous staff assignments include: Special assistant to Director Submarine Warfare Division (Washington). Executive assistant to Director Submarine Warfare Division (Washington). Nuclear enlisted program manager, BUPERs (Washington). Nuclear Propulsion Examining Board - Commander, Atlantic Fleet (Norfolk). Joint service at Headquarters Defense Mapping Agency (now NGA) as tomahawk cruise missile requirements officer (Washington).
Vice Adm. Williams' education and training include: U.S. Naval Academy - 1978 (B.S. Mathematics), Navy Nuclear Propulsion and Submarine Officer Training, Catholic University (M.S. Engineering), Harvard, JFK School of Government – Senior Executive Program in National and International Security, Naval Aviation Observer (NAO) Gold Wings.
Vice Adm. Williams' awards include: Distinguished Service Medal, Defense Superior Service Medal, Legion of Merit (five awards), Defense Meritorious Service Medal, Meritorious Service Medal, Navy and Marine Corps Commendation Medal (five awards) and the Navy and Marine Corps Achievement Medal (two awards).
Other awards include: Defense Mapping Agency Outstanding Personnel of the year, U.S. Black Engineer of the year – Special Recognition in 1994, and the Award for Professional Achievement in Government in 1995, the 2003 National Society of Black Engineers Golden Torch Award for Lifetime Achievement in Government.
