CNO Honors 2009 Stockdale Leadership Award Winners

WASHINGTON (NNS) -- The chief of naval operations presented the Vice Adm. James B. Stockdale Leadership Award to service members Nov. 3 at a ceremony in the Pentagon Hall of Heroes, a room paying tribute to those who have been awarded the Medal of Honor.

Adm. Gary Roughead presented the awards to Capt. William J. Parker, III and Cmdr. Robert A. Baughman.

The annual award, named in honor of a legendary naval officer, recognizes two active duty commanding officers who demonstrate superior leadership and conspicuous contributions to the improvement of Navy leadership while in command of a single ship, submarine or aircraft squadron. A recipient is selected from both the Atlantic and Pacific fleets.

"Today we are recognizing extraordinary leaders; leaders that we need today in the fight that we are in, and leaders that we need for all that is ahead for our Navy in the future," said Roughead. "They are the leaders that our Sailors deserve."

Parker is being recognized for his leadership as the former commanding officer of USS Donald Cook (DDG 75). Every ship Parker commanded has been awarded the Golden Anchor for Retention, which recognizes commands for meeting or exceeding retention goals for the year.

"I am a simple and humble surface warfare officer. I am self-defined as inspired not inspirational," said Baughman while recognizing the contributions of his family, Navy civilians, Sailors and the nation. "I am inspired by a great nation 300 million strong."

Baughman was selected for his performance as the commanding officer of Explosive Ordnance Disposal (EOD) Mobile Unit 5 in Agana, Guam. He is the first recipient of this award from the EOD community.

"Although there is a single name inscribed on the award, this award is a reflection of not one person, but a team dedicated to their mission," said Baughman.

Tuesday's presentation marks the 29th year for the award. To be selected, candidates are nominated by their peers who must also be eligible for the award. A board comprised of senior officers determines the final selections.
