Navy Creates Standardized CeTARS Training for Fleetwide Use in 2010

VIRGINIA BEACH, Va. (NNS) -- The Center for Personal and Professional Development (CPPD) is developing standardized training for the Navy's Corporate enterprise Training Activity Resource System (CeTARS) for fleetwide use in 2010.

CeTARS is the authoritative training database for all formal Navy training and is managed in accordance with the Office of the Chief of Naval Operations (OPNAV) instruction 1510.10 (Series).

"In October 2008, Naval Education and Training Command's (NETC) Chief Operating Officer (COO) Adm. Arnold Lotring organized the (CeTARS) Data Integrity (CDI) Team. The team was comprised of Learning Center executive directors and other training subject matter experts from all NETC learning centers whose goal was to identify the most effective training strategies to ensure consistent and proper usage of CeTARS throughout the fleet," said Michael Coyle, CPPD's executive director.

"Now that the CDI team has identified the best CeTARS training strategies, our team's ultimate goal is to provide formal, standardized training to the fleet that will enhance the accuracy and integrity of all Navy training data. There are many commands contributing to this effort, and CPPD's role specifically, has been defined as the Curriculum Control Authority (CCA) for CeTARS training initiative," said Coyle.

"CeTARS is an automated information system used by training managers and upper echelons of the Navy to manage and support all Navy training by maintaining accurate student, instructor, and course data; all of which helps Navy leaders make informed decisions with the most current and accurate data available," said Joe Picariello, CeTARS CCA manager.

Among its many capabilities, CeTARS tracks all course data including master training plans, course schedules, college credits, skill awards, student counseling, and real-time data for all student course completions. It also tracks instructor certifications and availabilities, student enrollments, quota allocations, annual training plans, training publications, and serves as the database for training equipment inventory logs, equipment distribution, support and maintenance.

"CeTARS is an extremely powerful system that tracks all students' training throughout their Navy careers. It's considered so critical that all Navy training components, including every formal course of instruction conducted throughout the Navy, are required to be reported both accurately and expeditiously into the system. The system also provides all CeTARS administrators immediate access to multipurpose reports designed to provide an in-depth view of every facet of the training continuum, from planning and reporting to instructor availability to student completions, CeTARS provides a comprehensive look at Navy training," said Picariello.
