PANAMA CITY, Fla. (NNS) -- Naval Surface Warfare Center Panama (NSWC) City Division (PCD) Systems Engineer Thinh Tran received the First and Second Quarter Fiscal Year 2013 Naval Sea Systems Command (NAVSEA) Excellence Award in a ceremony held at the Washington Navy Yard, May 22, 2013.
"Tran was recognized for his significant contributions to the Program Executive Office for the Littoral Combat Ship (PEO LCS) and the Remote Minehunting System (RMS) Program Office as the RMS and AN/AQS-20A Towed Body Sonar Chief Engineer," said Ed Stewart, NSWC PCD technical director.
Recognized by NAVSEA leadership for his significant contributions to the PEO LCS and the RMS Program Offices, Tran also led the Technical Advisory Report team for evaluation of the AN/AQS-20A Basic Ordering Agreement Delivery Order proposals, which led to a program savings of over $11 million dollars.
"Tran was responsible for leading critical technical investigations that resulted in significant schedule and cost savings for the RMS Remote Multi-Mission Vehicle (RMMV) version 4.2, Reliability Growth Program (RGP)," said Stewart.
Tran also spearheaded the AN/AQS-20A RGP to improve sensor reliability. Stewart said Tran's achievements and contributions were key to ensuring the Navy's investments to both program offices were judiciously executed.
By implementing robust systems engineering processes and tools NSWC PCD was able to rapidly respond to technical issues during integration of a new AN/AQS-20A sonar baseline with the RMMV during at-sea validation tests. Stewart said Tran also provided critical support to the AN/AQS-20A Pre-Planned Product Improvement (P3I) phase, and, he led the revision of the AN/AQS-20A Operational Requirements Document that resulted in a successful Resources and Requirements Review Board decision supporting the AN/AQS-20A and LCS Mine Countermeasures Mission Package Initial Operational Test and Evaluation schedules.
"Tran's efforts are a fine example of the qualities and characteristics represented in NSWC PCD's core values. His superb attention to detail, thorough technical and programmatic knowledge, and steadfast dedication have been critical to the accomplishments achieved within the RMS program." said Stewart.
