NCBC Gulfport to see additional energy efficiencies

JACKSONVILLE, Fla. (NNS) -- Naval Facilities Engineering Command (NAVFAC) Southeast selected Mississippi Power Company of Gulfport, Mississippi to receive a $5.8 million award Dec. 13 for a Utility Energy Service Contract (UESC) to bring energy upgrades to Naval Construction Battalion Center (NCBC) Gulfport, Mississippi.

A UESC is a limited-source contract between a federal agency and its serving utility for energy and water efficiency improvements and demand reduction services.

"This project is an outstanding example of how an installation's mission readiness, quality of life and work environment can be greatly enhanced through strong partnerships," said NCBC Gulfport Commanding Officer Capt. Cheryl M. Hansen. "We look forward to continuing our work with the Mississippi Power Company and all of our partners, developing cost-effective solutions to provide modern, secure, sustainable facilities that meet the Navy's mission while maximizing protection of the Mississippi Gulf Coast environment."

The UESC calls for the design and installation of interior and exterior lighting upgrades in 31 facilities, water conservation measures in 34 facilities, heating, ventilation, and air conditioning system upgrades in 25 facilities, and chilled water system upgrades in one facility. Additionally, the project includes transformer replacements in seven facilities aboard NCBC Gulfport.

"This project is crucial to NCBC Gulfport's energy conservation program and is expected to save the Navy and taxpayers considerable amount of energy over the next 15 years," said NCBC Gulfport Energy Manager Kyle Jones. "Energy savings expenditures can be better used for more pressing needs of the Navy."

Jones added that the project not only helps NCBC Gulfport and the Navy meet the goals of Executive Order 13693 but it also allows the installation to replace older, less reliable systems with newer technology. It's also projected to save nearly 7,000 MBtu (million British thermal unit) and nearly 3 million gallons of water annually. That equates to about $270,000 annually in combined energy and water savings.

The project falls under the Energy Independence and Security Act of 2007, which authorizes agencies to use appropriations, private financing, or a combination of both to comply with its requirements for UESC for evaluations/project implementation.

It also supports President Barack Obama's December 2011 announcement of a $4 billion investment in energy upgrades to combined federal and private sector buildings. When announced, the investments were intended to save billions in energy costs, promote energy independence and, according to independent estimates, create tens of thousands of jobs in the hard-hit construction sector. The $4 billion investment in 2011 included a $2 billion commitment, made through the issuance of a Presidential Memorandum, to energy upgrades of federal buildings using long term energy savings to pay for up-front costs, at no cost to taxpayers.

The project is expected to be completed by January 2018.
