NAVAL WEAPONS STATION SEAL BEACH, Calif. (Oct 13, 2012) Retired Marine Corps Master Sgt. Emanuel Caesar is presented with the Congressional Gold Medal by U.S. Rep. Laura Richardson in a ceremony at Naval Weapons Station Seal Beach. Caesar, a Montford Point Marine, was one of the first African-American recruits trained at Montford Point Camp during World War II. Monford Point was the only boot camp that black recruits were authorized to attend until July 1948, when President Harry S. Truman issued Executive Order 9981, ending segregation.
