NORFOLK (May 31, 2013) Rear Adm. Mark A. Handley, commander of First Naval Construction Division (1NCD), and Master Chief John Mulholland, 1NCD command master chief, retire the command's colors during a disestablishment ceremony at Naval Station Norfolk. During the ceremony, 1NCD was disestablished after 11 years of naval service and turned over operational control to Navy Expeditionary Combat Command.
