SUBJ/INSIDER THREAT AWARENESS MONTH//

RMKS/1.  Protecting Sailors, Marines, civilians, and contractors of the 
Department of the Navy (DON) and their families is critical to mission 
success.  As we observe Insider Threat Awareness Month in September, and 
emphasize taking care of our people, remember that preventing insider threats 
is a part of our daily routine and directly contributes to maintaining the 
readiness and resilience of our Force.

2.  An insider threat is a trusted individual who, wittingly or unwittingly, 
causes harm to government resources.  These resources include facilities, 
networks, information, and people.  Insider threats have taken lives, damaged 
national security, and compromised classified information.  The 2013 
classified information compromise by a National Security Agency contractor, 
the 2013 Washington Navy Yard shootings, and the 2019 NAS Pensacola and Pearl 
Harbor Naval Shipyard shootings are vivid reminders of the lasting damage 
caused by insider threats.

3.  People who became insider threats have generally displayed concerning 
behavior prior to their destructive acts - and we should be alert to 
potential indicators that signal a person may be vulnerable and on a pathway 
from trusted workforce member to insider threat.  The DON Insider Threat 
Program exists to assist all hands in recognizing stressors and poor 
decision-making in our shipmates and colleagues; to provide recommendations 
and the tools needed to be proactive in mitigating problems early; and to 
enable those who have exhibited insider threat indicators to return to a 
trusted status within our DON family.  The DON Insider Threat Program also 
promotes personal and organizational resilience that allows us to face 
adversity in a positive and healthy way; enhance our decision-making skills; 
and become mentally and emotionally stronger - especially important as we 
navigate these challenging times.

4.  During this awareness month, I ask all leaders to go beyond the insider 
threat basics that are presented in the mandatory Center for Development of 
Security Excellence insider threat training.  Promote and enhance resilience.
Ensure your personnel are truly aware of potential indicators and reporting 
procedures.  Timely reporting protects our teammates.  Personnel should feel 
safe to report concerning behavior with no fear of retribution.  Teach your 
teams that reporting is about turning people around, not turning them in.

Please use your tools.  Your DON Insider Threat Hub is ready to assist 
leaders by providing research, analysis, identification, and advice to 
mitigate potential insider threats.

Program is your tool to help maintain a resilient and healthy workforce, the 
safety and security of our ships, squadrons, units, and installations, and 
the readiness of the finest Navy and Marine Corps the world has ever known.
