A native New Yorker, Rear Admiral James M. Hart was commissioned through the Aviation Officer Candidate program in February 1976. He was designated a Naval Flight Officer in December 1976 and completed S-3 training at Air Anti-Submarine Squadron (VS) 41 in July 1977. Rear Adm. Hart’s operational tours include: Air Anti-Submarine Squadron (VS) 28 and subsequently Sea Control Squadron 28; Air Anti-Submarine Squadron 24; Air Anti-Submarine Squadron 41; Carrier Group 8; and Commander, Strike Fighter Wings, Atlantic. Rear Adm. Hart has commanded Sea Control Squadron 24 and Carrier Air Wing (CVW) 17. He served joint duty tours as Deputy J3 on Joint Task Force Southwest Asia in Riyadh, Saudi Arabia, and as Deputy Joint Force Commander Sky Anvil, the contingency planning Task Force for Kosovo. Rear Adm. Hart’s Washington tours include the Naval Military Personnel Command, the Warfare Requirements Directorate of the Air Warfare Division in the Office of the Chief of Naval Operations, the Office of the Secretary of Defense, and as Director, Total Force Programming and Manpower Management Division in the Office of the Chief of Naval Operations. Rear Adm. Hart took command of Combined Joint Task Force – Horn of Africa, February 14, 2007. He holds a Bachelor of Science degree in Aeronautics Administration from Middle Tennessee State University and a Master of Arts degree in Foreign Affairs from the Naval War College. Rear Adm. Hart’s awards include Defense Superior Service Medal, Legion of Merit (two awards), Defense Meritorious Service Medal, Meritorious Service Medal, Air Medal with two Strike/Flight Awards, Navy and Marine Corps Commendation Medal (four awards), Navy and Marine Corps Achievement Medal (two awards) and various other military, unit and personal awards.
