Rear Adm. Allie Coetzee is a 1985 graduate of the U.S. Naval Academy. She earned her Master of Business Administration (Law) from National University.
Her active duty sea assignments include USS Jason (AR 8) as disbursing/sales/stock control/repair supply officer; United States Naval Ship (USNS) Mercy (T-AH 19) as food service officer during Operations Desert Shield and Desert Storm; and USS Mount Hood (AE 29) as department head. Her active duty shore assignments include Navy Regional Contracting Center, San Diego, as a Navy acquisition contracting officer; and Naval Hospital, Oakland, California, as assistant director for Logistics.
Coetzee left active duty and joined the Navy Reserve in 1993. Her reserve assignments include five command tours and other staff assignments with Commander, Pacific Fleet; Naval Supply System Command; Commander, Naval Air Forces, Pacific; Commander, Naval Surface Forces, Pacific; Construction Battalion Center, Port Hueneme, California; Defense Contract Management Agency; and Military Sealift Command.
She mobilized in support of the Global War on Terrorism from September 2001 to February 2002, and again as deputy J4/chief contingency contracting officer for Combined Joint Task Force—Horn of Africa from December 2005 to February 2007. Other assignments include Exercise Talisman Saber in 2007, where she served as director, Combined Exercise Support Group; and Operation Unified Response in 2010, where she served as N4 in Commander Task Force 41.
Coetzee reported to Defense Procurement and Acquisition Policy (DPAP) in September 2013 as the deputy director for contingency contracting. She deployed to Afghanistan from December 2013 to September 2014 as director, Operational Contract Support. During this deployment, she also assumed command of the Joint Theater Support Contracting Command. From March to June 2015, she served as acting director, DPAP, and as the principal deputy from June 2015 to February 2016. Prior to DPAP, she served as the executive director, Deputy Assistant Secretary of the Navy (Acquisition and Procurement) for two years.
Coetzee most recently served as chief of staff to the under secretary of defense for Acquisition, Technology and Logistics. In this role, Coetzee facilitated the under secretary’s leadership of Acquisition, Technology and Logistics (AT&L) across the offices of five assistant secretaries of defense, 11 directorates and several defense agencies.
Her awards include the Defense Superior Service Medal, Legion of Merit (two awards), Defense Meritorious Service Medal, Meritorious Service Medal (three awards), Navy and Marine Corps Commendation Medal (six awards), and the Navy and Marine Corps Achievement Medal (two awards).
