Rear Adm. (ret) Andrews is a native of Norfolk, and, as the son of a 32-year Naval Aviator and World War II veteran, was raised in the nomadic style typical of the career Naval officer of that era. He was commissioned through the Naval ROTC program at the University of Virginia in Charlottesville, Va., in 1977. After completing the Navy Supply Corps School in Athens, Ga., he reported to USS Roanoke (AOR-7) where he served as disbursing and retail sales officer, then food service officer through two Western Pacific (WESTPAC) deployments, including four months in the Indian Ocean during the Iranian Hostage Conflict. From 1980 until 1982, Andrews was assigned as a contracting officer at Defense Logistics Agency (DLA), Defense Personnel Support Center (DPSC), Defense Subsistence Region Pacific in Alameda, Calif., where he was responsible for procurement of all Brand Name Subsistence for commissaries in the western United States and the Pacific theater.

Andrews affiliated with the Navy Reserve immediately following active duty in 1982. His early Reserve assignments included tours with Fleet Industrial and Supply Center (FISC) Oakland, Defense Contract Administration Services Management Area (DCASMA) San Bruno, and Special Boat Unit 11.

While supply officer of Special Boat Unit 11, he was recalled to active duty for Operation Desert Storm as the assistant logistics officer for the Oaknoll Naval Hospital in Oakland, Calif. His more recent Reserve assignments prior to selection as a flag officer included command of Cargo Handling Battalion 3, Military Traffic Management Command (MTMC) B320, DLA Defense Contingency Support Team - Distribution Operations Team (DCST - DOT) San Joaquin and Air Forces Pacific Supply 0294. He was promoted to flag rank in August 2002, and was promoted to the rank of rear admiral (upper half) in November 2004. Prior to his appointment to his final assignment as Deputy Commander for Reserve Program Support, Naval Supply Systems Command, Andrews served for five years as the assistant deputy chief of staff for Logistics, Fleet Supply and Ordnance for the Commander, U.S. Pacific Fleet, where he also held the positions of commander, Naval Logistics Forces Korea, and commander, Logistics Task Force, Pacific.

Andrews has been awarded the Defense Meritorious Service Medal, the Meritorious Service Medal (2), the Joint Services Commendation Medal, Navy Commendation and Achievement medals, and various other individual and unit awards and commendations during his 31 years of Naval service.
