Chapter four, fiscal out look

One of the most difficult challenges the Navy confronts in 1998 and the years ahead is to ensure that adequate fiscal resources are available to support its transformation to the Navy of the 21st century. Research and development, innovation in warfighting, systems engineering and integration, acquisition and fleet introduction, training and education, housing, and operations and maintenance, all and more hang in the balance. At time when the federal budget continues to be constrained, the service is making the difficult decisions to ensure that today's forces can meet daunting global requirements and that our Sailors and their families enjoy a quality of life commensurate with their personal commitments of service to America while at the same time making sufficient investments to sustain and propel the Navy into the 21st century.
