GROTON, Conn. (NNS) -- The Naval Submarine Support Center (NSSC) at Naval Submarine Base (SUBASE) New London received the 2003 Retention Excellence Award when they reenlisted 100 percent of their personnel who were eligible, and formally raised their Retention Excellence Award Pennant Feb. 23.

"This means an awful lot to us, because it tells us that we have set the standard for other commands to follow," said NSSC Command Master Chief (SS) Bruce Lee.

The Retention Excellence Awards are given annually to commands that meet or exceed the 56 percent reenlistment requirement in Zone A, 73 percent in Zone B, 86 percent in Zone C, and have an attrition rate of 18 percent or less in Zone A, or who were winners of the quarterly retention honor roll for at least two of the four quarters of the fiscal year.

Zone A represents those Sailors with six or less years of service. Zone B represents those Sailors with between six and 10 years of service. Zone C represents those Sailors with 10-14 years of service.

NSSC reenlisted 11 Sailors in 2003, four in Zone A, three in Zone B, two in Zone C, and two in Zone D (14-19 years). According to Lee, one of the significant contributing factors to achieving such high retention rates is training, education and quarterly career review boards.

"We make sure they understand their career paths, what programs are available to them, and if they want to put in for an LDO [limited duty officer] program or take the chief exam early, how to get that early promote," Lee said. "During the review boards, we go through powerpoint presentations person by person and make sure the Sailors are getting the right schools, college or the qualifications to keep competitive with (their) peers."

In addition to NSSC, the following submarines at SUBASE also earned the fiscal year '03 Retention Excellence Award: USS Annapolis (SSN 760), USS Alexandria (SSN 757), USS Connecticut (SSN 22), USS Philadelphia (SSN 690), USS Pittsburgh (SSN 720), USS Springfield (SSN 761), USS Toledo (SSN 769) and the submarine NR-1.

Throughout Navy Region Northeast, Naval Air Station Brunswick, Maine, Naval Station Newport, R.I., Naval Weapons Station Earle, N.J., and Portsmouth Naval Shipyard, N.H., also earned the Retention Excellence Award.
