SAN DIEGO (NNS) -- Naval Facilities Engineering Command (NAVFAC) Southwest held a pre-proposal conference at Liberty Station Naval Training Center Promenade in San Diego Jan. 14 for the Recovery Act project to build a new hospital at Marine Corps Base, Camp Pendleton, Calif.
"Great speakers, wonderful audience and an excellent information exchange for all," said Lisa Young, NAVFAC Southwest contracting officer, regarding the conference.
A two phase design-build (DB) procedure will be used for this project. Phase one evaluation will result in a determination of the best qualified contractors. Phase two of the solicitation requires submission of technical and price proposals by the contractors selected in phase one.
The work to be acquired under this project is for the design and construction of a 500,000 square foot multilevel medical hospital with a central utilities plant, a 1,500 space multilevel parking structure, surface parking, site-development and associated supporting facilities.
"This new facility will focus on delivering the most advanced medical care to the increasing population of Marines, Sailors, beneficiaries and the retired military community," said David Williams, NAVFAC Southwest project manager for this project. "The replacement hospital will address changing clinical needs with a state of the art design that also incorporates critical seismic safety standards into the structure."
The estimated price range to build the hospital is between $250 million and $500 million.
NAVFAC Southwest awarded Omaha, Neb.-based HDR a Recovery Act funded contract Sept. 21 for the development of the DB request for proposal (RFP) for the Camp Pendleton Hospital Replacement.
The RFP will be prepared in a six-part format in conformance with the requirements of the NAVFAC DB portion of the whole building design guide. The RFP shall include a design that is conceptually developed that will be used as a bridging document for the DB contractor to effectively establish scope and cost.

The phase two RFP is scheduled for completion and release to the contractors selected into phase two in spring 2010.
