Chief of Naval Personnel Announces 2012 N1 Civilian of the Year

WASHINGTON (NNS) -- Chief of Naval Personnel (CNP) Vice Adm. Scott Van Buskirk announced Elizabeth W. McGrath is the 2012 OPNAV N1 Civilian of the Year, April 2.

Elizabeth W. McGrath, who serves as manager of N15 Fleet Introduction Team in the Information Management Division of N1/Deputy Chief of Naval Operations for Manpower, Personnel, Training and Education (MPTE), is responsible for Fleet assessment and introduction of personnel and career systems used by Sailors.

"McGrath's significant contributions are reflected in her outstanding professionalism, personal dedication and hard work," said Vice Adm. Scott Van Buskirk, CNP. "She was previously recognized as a Civilian of the Quarter, and her contributions were evident across the entire year."

"I am so honored to receive this recognition and grateful to be a member of a wonderful team of dedicated Sailors and civilians," said McGrath. "We visit Fleet commands routinely, and it's this daily interaction with Sailors that keeps me focused and motivated to do the best I can to help improve the systems they use."

Also recognized as N1's Civilian of the Quarter for the third quarter of 2012, McGrath led and executed a yearlong Navy Personnel Systems Evaluation with more than 750 Sailors and 39 commands, resulting in the most comprehensive examination of online MPTE systems ever conducted.

By communicating directly with Sailors and listening to their ideas on how to improve MPTE online systems, she implemented many improvements to all Navy personnel systems that serve Sailors.

McGrath originated and produced the Navy Career Tool user aid series - available on Navy Knowledge Online and Navy Personnel Command websites that include the "5 Tips" series, Plain Talk, Detailing Countdown and Sailor Career and Command Career Counselor toolboxes.

She also created the "CPC Resources" on Navy Personnel Command's website to support the Command Pay/Personnel Administrator Support System Coordinator (CPC) role to provide Navy CPCs with better information on Navy personnel systems.

Prior to government service, McGrath served for 22 years in the Navy as a photographer's mate, illustrator-draftsman and a Navy counselor. In 1983, she graduated from St. Edward's University in Austin, Texas, with a bachelor's degree in English. She is a graduate of the Commander, Operational Test and Evaluation Force Operational Test Director Course.
