In his final assignment, Rear Adm. (ret) Browne served as the director, Personal Readiness and Community Support Branch (OPNAV N135), where he developed and provided oversight, and advised Navy leadership, on all policies and programs designed to enhance the personal readiness of Sailors and preparedness of their families in support of Navy missions. Following graduation from the United States Naval Academy, Browne qualified as a submarine officer aboard the ballistic missile submarine USS Kamehameha (SSBN 642). He then attended the Naval Postgraduate School before serving as navigator and operations officer aboard USS Miami (SSN 755).
Browne served from 2007-2009 in various positions at the Naval Sea Systems Command, including vice commander, executive director and deputy chief engineer. Before his appointment to flag rank, he served as the senior fellow for the CNO’s Strategic Studies Group XXVI, the deputy director of the Navy staff, and the chief of staff for Task Force Navy Family following Hurricane Katrina.
Browne’s other assignments include service as director of the Submarine Officer Basic Course, the Naval Networks and Space Operations Command Reserve Program, and the Space and Naval Warfare Systems Command Reserve Program. He holds an MBA from the University of Chicago and a master of Science from the Industrial College of the Armed Forces. He is a graduate of the Harvard Business School Advanced Management Program and the Defense Language Institute, Monterey, Calif., in French and Spanish.
Browne has proudly served with shipmates who have received three Meritorious Unit Commendations and four Navy Battle Efficiency “E” Awards for outstanding performance. His personal decorations include the Legion of Merit (three awards), Meritorious Service Medal, Navy & Marine Corps Commendation Medal (three awards) and Navy Achievement Medal.
