Rear Admiral Mossey

Rear Adm. Mossey was commissioned an ensign in 1981 through the Naval Reserve Officer Training Corps program at Cornell University after earning a Bachelor of Science in Electrical Engineering. He received a Masters of Science (Construction Management) from Stanford University in June 1991, and completed the Executive Training Program at Dartmouth’s Tuck School of Business in August 2003. He is a registered professional engineer in the state of California, a member of the Defense Acquisition Corps, and is designated as a Seabee Combat Warfare Officer.

Mossey’s command tours include NAVFAC Atlantic in Norfolk, Virginia, from June 2007 to September 2009; NAVFAC Pacific in Pearl Harbor, Hawaii, from October 2006 to June 2007; NAVFAC Washington, D.C., from 2004 to 2005; Navy Public Works Center, Washington, D.C., from 2003 to 2004; and Naval Mobile Construction Battalion 7 homeported in Gulfport, Mississippi., from 1999 to 2001.

Mossey’s assignments include chief of staff, Headquarters NAVFAC, Washington, D.C.; head detailer and community manager for the Civil Engineer Corps, Navy Personnel Command, Millington, Tennessee; production officer and then executive officer, Navy Public Works Center, Yokosuka, Japan; Military Construction Program action officer, chief of naval operations staff, Washington, D.C.; Public Works officer and officer in charge of construction, Naval Air Station, South Weymouth, Massachusetts; assistant operations officer and Detail Sigonella OIC, NMCB 40, Port Hueneme, California.; instructor at the Civil Engineer Corps Officers School in Port Hueneme, California; assistant officer in charge of construction, Naval Amphibious Base, Coronado, California.; and assistant planning and assistant production officer, Navy Public Works Center, San Diego, California.

Mossey assumed command of Naval Facilities Engineering Command, Washington, D.C., and became chief of Civil Engineers on May 21, 2010. Previously, he served as the as vice commander of Navy Installations Command and director, Shore Readiness Division (N46) on the chief of naval operations staff.

His personal decorations include the Legion of Merit (five awards), the Meritorious Service Medal (three awards), Navy Commendation Medal (four awards), the Navy Achievement Medal, and various unit awards.
