In his last assignment before retirement, Rear Adm. Kantrowitz served as assistant deputy Judge Advocate General of the Navy and Deputy Commander, Naval Legal Service Command. He led the Reserve’s judge advocates and legalmen. Kantrowitz served as acting Judge Advocate General, both in the Washington area and representing the Navy at various national and international forums. He also provided counsel and leadership on the full range of Navy legal and management issues.

Kantrowitz attended public schools in New York City. In 1974, he received a Bachelor of Science. degree from Cornell University and a Doctor of Jurisprudence degree from Villanova University School of Law in 1977, and a Masters in Law degree (with highest honors) was conferred by George Washington University in 1981. He received the American Bar Association Award for Professional Merit for graduating first in his class in Naval Justice School.

Kantrowitz' first assignment as a judge advocate was in the Administrative Law Division, Office of the Judge Advocate General. From 1979 until 1982, he served as special assistant and aide to the Judge Advocate General.

Kantrowitz' significant reserve tours include service as staff judge advocate, Naval Reserve Readiness Command Region Four; commanding officer of Naval Reserve Civil Law Support Activity 104 (International and Operational Law), Naval Reserve NAVJAG 106 (Management and Plans), and Naval Reserve Voluntary Training Unit (Law) 0413; and executive officer of Naval Reserve Legal Service Office Philadelphia 204 and Naval Reserve Voluntary Training Unit (Law) 0401. For the periods of his command, both Voluntary Training Unit (Law) 0413 and NAVJAG 106 received the Rear Admiral Gerald E. Gilbert Cup as the most outstanding law-program unit in the nation, and Voluntary Training Unit (Law) 0413 was awarded the Meritorious Unit Commendation.

Kantrowitz has been awarded the Distinguished Service Medal, the Meritorious Service Medal (four awards), the Navy and Marine Corps Commendation Medal (three awards), the Navy and Marine Corps Achievement Medal, as well as various unit and service awards.
