Rear Adm. Andrews is a native of Norfolk, Virginia. In 1977, he was commissioned through the Naval ROTC program at the University of Virginia in Charlottesville, Virginia, where he received a Bachelor of Science in Commerce with a specialty in Accounting. In 1987, he received a Master of Business Administration from the University of California, Berkeley.
After completing the Navy Supply Corps School in Athens, Georgia, he reported to USS Roanoke (AOR-7) where he served as disbursing and retail sales officer, then food service officer through two Western Pacific deployments, including four months in the Indian Ocean during the Iranian Hostage Conflict. From 1980 until 1982, Andrews was assigned as a contracting officer at DLA DPSC Defense Subsistence Region Pacific in Alameda, California, where he was responsible for procurement of all brand name subsistence for commissaries in the Western United States and the Pacific theater.
Andrews affiliated with the Navy Reserve immediately following active duty in 1982. His early reserve assignments included tours with FISC Oakland, DCASMA San Bruno, and Special Boat Unit 11. While serving as supply officer of SBU 11, he was recalled to active duty for Operation Desert Storm as assistant logistics officer for the Oaknoll Naval Hospital in Oakland, California. His more recent reserve assignments prior to selection as a flag officer included command of Cargo Handling Battalion 3, MTMC B320, DLA DCST DOT San Joaquin and AIRPAC Supply 0294. He was promoted to flag rank in August 2002, and was promoted to his current rank of Rear Admiral (Upper Half) in November 2004. As a flag officer, Andrews held the positions of deputy commander for Reserve Program Support of the Naval Supply Systems Command; assistant deputy Chief of Staff for Logistics, Fleet Supply and Ordnance for COMPACFLT; commander, Naval Logistics Forces Korea; and commander, Logistics Task Force, Pacific.
He retired from the Navy on October 1, 2008, after a career in the active and reserve components that spanned 31.5 years.
Upon retirement from the Navy, Andrews returned to the General Services Administration where he was the director of the Acquisition Management Division for the Pacific Rim Region until he retired in December 2018. Previously, Andrews worked for Coit Tower Realty, Inc., Calfox, Inc., the GSA, The Yarmouth Group, Inc. and Price Waterhouse.
Andrews has been awarded the Legion of Merit, Defense Meritorious Service Medal, Meritorious Service Medal (two awards), Joint Services Commendation Medal, Navy Commendation and Achievement medals, and various other individual and unit awards and commendations. He is currently commander of the San Francisco Commandery of the Naval Order of the United States.
