Rear Adm. James S. Allan earned a Bachelor of Science degree from Gustavus Adolphus College and a Master of Business Administration specializing in Marketing from Indiana University. He received his commission from Officer Candidate School. He is a graduate of the Naval War College Command and Staff course; National Security Decision Making course; Strategy and Policy course; and the Commander in Chief, U.S. Atlantic Fleet (CINCLANTFLT), Senior Naval Reserve Orientation course. He is also a graduate of the National Defense University National Security course and a graduate of the University of North Carolina Kenan-Flagler Business School Executive Business course as well as Program for Executives in Logistics and Technology.
Allan’s flag assignments includes tours as deputy commander, Naval Operational Logistics Support Center and a one-year recall to active duty as vice commander, Naval Supply Systems Command commencing November 2002. He previously served as assistant deputy Chief of Staff for Logistics, Fleet Supply and Ordnance, U. S. Pacific Fleet, with additional duty assignments as commander, Logistics Task Force Pacific and commander, Naval Logistics Forces Korea.

He has been the executive officer of Cargo Handling Battalion (CHB)Three and Advanced Supply Base 420. He served as executive officer of CHB Three for the first operational readiness evaluation (ORE) ever conducted on a CHB.
His staff assignments included tours as a management analyst on the staff of Commander in Chief, U.S. Pacific Fleet (CINCPACFLT) DET 420; supply officer at Submarine Base DET 220; command evaluator at REDCOM 22; operations officer on the CINCPACFLT Cost Management Team, and deputy commander for Fleet Support, Naval Supply Systems Command.
Upon completion of Navy Supply Corps School in Athens, Georgia, Allan reported for duty as supply officer aboard USS Ranier (AE 5). He also served as supply officer aboard USS Chara (AE 31). He then reported as staff supply officer, Commander Service Squadron Seven.
He served his final assignment prior to retirement as director of Operations (M) at United States Transportation Command, Scott Air Force Base, Ill.
Allan's personal awards include the Defense Superior Service Medal(two awards), Legion of Merit (three awards), Defense Meritorious Service Medal, Meritorious Service Medal, Joint Service Commendation Medal, Navy Commendation Medal (three awards), Navy Achievement Medal and other service and campaign awards.
