Vice Adm. Justin D. McCarthy is a native of Auburn Hills, Michigan and a graduate of Oakland University, Rochester, Michigan with a bachelor’s degree in Engineering. He also holds a Master of Science in Management with distinction from the Naval Postgraduate School and a Presidential Honorary Doctorate from West Virginia University.
At sea, McCarthy served as Supply department head for the recommissioning of the battleship USS Missouri (BB 63) which culminated in a round-the-world shakedown cruise retracing a portion of that sailed by President Roosevelt’s Great White Fleet . He served as supply department head of three other ships: USS New Orleans (LPH 11), USS Newport (LST 1179), and USS Snohomish County (LST 1126). He also served as assistant supply officer on USS Holland (AS 32) while forward deployed in Rota, Spain.
Ashore, McCarthy’s flag assignments included director, Material Readiness and Logistics (OPNAV N4), the first Supply Corps officer to hold that position; commander, Naval Supply Systems Command and 42nd chief of Supply Corps; deputy chief of staff for Logistics, Fleet Supply and Ordnance, U.S. Pacific Fleet; and director of Material Management, Defense Logistics Agency. His non-flag assignments included commanding officer, Navy Supply Corps School; comptroller, Defense Logistics Agency; director, Spares Policy and Programs, Office of the Deputy Chief of Naval Operations (Logistics); and comptroller, Naval Surface Forces, U.S. Pacific Fleet.
His personal decorations include the Defense Distinguished Service Medal, Navy Distinguished Service Medal (two awards), Legion of Merit (four awards), and the Meritorious Service Medal (two awards).
