Rear Admiral Robert Ryland Percy III

Rear Adm. Percy is a native of Baton Rouge, Louisiana and a 1971 graduate of Louisiana State University with a Bachelor of Science in Accounting. He was commissioned as an ensign in November 1971 after completion of Officer Candidate School in Newport, Rhode Island. He holds a Master of Science from the University of Guam and is a graduate of the Louisiana State University Paul M. Hebert Law Center.

After completion of the Navy Supply Corps School in Athens, Georgia in 1972, Percy’s initial assignment was as assistant supply officer/technical supply officer, U.S. Naval Magazine, Guam, Mariana Islands. Upon being released from active duty in 1974, he affiliated with the Naval Reserve.

His reserve assignments included chief of staff of the Joint Reserve Component of the Defense Logistics Agency Contingency Support Team, Fort Belvoir, Virginia; director of Professional Development, Naval Reserve Readiness Command Region Ten, New Orleans, Louisiana; commanding officer of Defense Logistics Agency Depot Mechanicsburg/Memphis 109, Memphis, Tennessee; commanding officer of ABFC Supply Support Unit 209, Bessemer, Alabama; and, commanding officer of Cargo Handling Battalion Thirteen, Gulfport, Mississippi.

At retirement, in 2007, he served as director, Joint Reserve Forces (J-9), Defense Logistics Agency, Fort Belvoir, Virginia. Previous flag assignments included commander, Naval Expeditionary Logistics Support Force, Williamsburg, Virginia; commander, Logistics Task Force Atlantic, Norfolk, Virginia; and, deputy commander for Procurement Management, Naval Supply Systems Command, Mechanicsburg, Pennsylvania.

Percy retired from the active practice of law in 2021. He currently serves as Board Chairman of the General Health System and the Baton Rouge General Medical Center.

He has been awarded the Defense Superior Service Medal, the Legion of Merit; Defense Meritorious Service Medal; Meritorious Service Medal, and the Navy and Marine Corps Commendation Medal.
