Rear Adm. Mattingly, a native of Austin, Kentucky, enlisted in the U.S. Navy in 1987 as an Aviation Anti-Submarine Warfare Operator before earning his commission through the U.S. Naval Academy, where he graduated in 1995. He was designated a Naval Flight Officer in 1997. Mattingly holds a Master of Science in National Security Strategy from the National War College, Executive Leadership and Management certifications from the University of Notre Dame, is Joint Qualified, and is an alumnus of the Massachusetts Institute of Technology Seminar XXI.
A career Maritime Patrol and Reconnaissance Force (MPRF) officer, Mattingly’s operational assignments include service with Patrol Squadron (VP) 50 at Naval Air Station (NAS) Moffett Field, California; VP-8 and VP-26 at NAS Brunswick, Maine; and command of VP-9 at Marine Corps Air Station Kaneohe Bay, Hawaii, where he led his squadron on deployments supporting U.S. European Command, U.S. Africa Command, and U.S. Central Command as Commander of multiple Task Groups. His major command was as Commander, Patrol and Reconnaissance Wing (CPRW) 11 at NAS Jacksonville, Florida, where he oversaw global operations, including the first U.S. Indo-Pacific Command deployments of the MQ-4C Triton Unmanned Aerial System and P-8A Poseidon Advanced Airborne Sensor, as well as critical support for U.S. Southern Command and U.S. Northern Command maritime surveillance missions.
Mattingly’s overseas assignments include serving as Theater Security Cooperation Officer for U.S. 6th Fleet in Gaeta, Italy; Flag Aide to the Commander, U.S. 6th Fleet and Naval Striking and Support Forces NATO; Special Assistant and Aide-de-Camp to the Commander, U.S. Naval Forces Europe and Africa; and Operations Officer/Chief Staff Officer for Commander, Task Force 72 in Misawa, Japan, where he led maritime patrol and reconnaissance operations, including humanitarian assistance efforts following Super Typhoon Haiyan in the Philippines.
Ashore, he served as a Fleet Replacement Squadron Instructor and Fleet Naval Air Training and Operating Procedures Standardization (NATOPS) Evaluator at VP-30; Program Manager for P-8A Poseidon, P-3C Orion, and EP-3 Aries aircraft training systems at Naval Air Systems Command, earning Acquisition Program Management Level III; Executive Assistant to the Deputy Chief of Naval Operations for Operations, Plans, and Strategy (N3/N5); and Senior Military Advisor to the Secretary of the Navy.
As a flag officer, Mattingly’s most recent assignment was as Commander, Naval Service Training Command. He assumed the duties of Commander, Patrol and Reconnaissance Group on May 2, 2025.
He has accumulated more than 3,900 flight hours in the P-3C Orion and P-8A Poseidon aircraft and has been part of teams recognized for operational excellence. His personal decorations include the Legion of Merit and other personal, unit, and campaign awards.
