Rear Adm. Todd Figanbaum graduated with honors from the University of Idaho with a bachelor’s degree in mathematics. During his career, he earned a Master of Business Administration from the University of South Carolina and was a fellow of the Massachusetts Institute of Technology Seminar XXI program.

His operational tours include division officer on USS Boise (SSN 764), engineer officer on USS Maryland (SSBN 738) Gold Crew, executive officer of USS Providence (SSN 719), commanding officer of USS Alaska (SSBN 732) Blue Crew and commodore of Submarine Squadron 17. He was recognized by the United States Naval Submarine League with the Jack Darby Award for Inspirational Leadership and Excellence in Command in 2015.

His staff assignments include assistant professor of naval science at the University of South Carolina, executive officer of the Atlantic Fleet Nuclear Propulsion Examining Board, special assistant to the director of naval reactors for personnel and policy (NR-LL), deputy nuclear propulsion program manager for personnel and policy on the OPNAV staff (N133B), budget manager and program analyst on the staff of the Office of the Secretary of Defense for Cost Assessment and Program Evaluation (CAPE), chief of staff for the director of undersea warfare (OPNAV N97), and division director of submarine/nuclear power distribution at Navy Personnel Command (PERS 42) and submarine and nuclear community manager (N133), deputy director, Strategic Targeting and Nuclear Mission Planning, J5N, U.S. Strategic Command. Figanbaum currently serves as the commander of Submarine Group 9.

He most values the privilege to serve with teams recognized with multiple Navy Battle Efficiency "E" awards on each of his sea tours.
