Rear Admiral Todd M. Evans

Rear Adm. Todd M. Evans is a native of Steamboat Springs, Colorado. He earned a Bachelor of Science in Marine Engineering from the U.S. Merchant Marine Academy and a Master of Science in Systems Engineering from Johns Hopkins University. He received his commission upon graduation from Kings Point.

Designated a naval aviator, Evans trained in the MH-53E at Marine Heavy Helicopter Training Squadron 302. His first fleet assignment was with the “Vanguard” of Helicopter Mine Countermeasures Squadron (HM) 14, where he qualified as an air mission commander and deployed to Bahrain.

Following graduation from U.S. Naval Test Pilot School, he was assigned to Rotary Wing Test Squadron (HX) 21 as the Organic Mine Countermeasures Project Officer. Subsequent operational assignments included Mine Countermeasures Squadron 2 and Officer in Charge of the “Blackhawks” detachment of HM-15 in Bahrain.

He served as Executive Officer and Commanding Officer of HM-14, supporting Operation Unified Response (Haiti, 2010) and Operation Tomodachi (Japan, 2011). Ashore, Evans held roles as Assistant Program manager for Logistics and In-service Integrated Product Team Lead for the H-60 and Presidential Helicopter programs. He later served as Executive Assistant to the Commander, Naval Air Systems Command (NAVAIR).

Evans was program manager for PMA-299 (H-60 Multi-Mission Helicopters), then served as Principal Military Deputy for the NAVAIR Sustainment Group, and subsequently as Vice Commander, NAVAIR. Prior to his current assignment and in his first flag role, Evans served concurrently as commander, Naval Surface Warfare Center and commander, Naval Undersea Warfare Center with headquarters in Washington and Newport, Rhode Island.

Rear Adm. Evans assumed command of the Naval Air Warfare Center, Aircraft Division in June 2025. His personal awards include the Legion of Merit, Meritorious Service Medal, Navy and Marine Corps Commendation Medal, and various unit and campaign awards.
