Rear Adm. Jett-Parmer is a native of Florida. He graduated from the University of South Florida with a Bachelor of Science degree in Mechanical Engineering and was commissioned as a Navy Reserve Engineering Duty Officer in November 1997. He earned a Master of Business Administration from Old Dominion University in 2004 and a Master of Science in Systems Engineering, with honors, from the University of Maryland, Baltimore County. He also holds post-graduate certificates in College Teaching and Learning Science and Cybersecurity Strategy and Policy. Rear Admiral Jett-Parmer is a licensed professional engineer in Maryland and Virginia.
At sea and in operational assignments, he is a qualified Heavy Lift Project Officer and supported the recovery of USS John S. McCain (DDG 62) and USS Fitzgerald (DDG 62) in 2017. He was selected for the FY03 Foreign Officer Exchange Program, serving aboard the frigate Augsburg of the Federal Republic of Germany. In 2004, he served on ADSW in support of Operation Iraqi Freedom and Operation Enduring Freedom as Fleet Watch Officer at Fifth Fleet Command Center, Bahrain.
Ashore, Rear Adm. Jett-Parmer has completed six reserve unit commanding officer tours. He has served as Commanding Officer, NAVSEA East, Program Engineering; CO SURGEMAIN Norfolk; CO SURGEMAIN Atlanta; CO Naval Security Force AUTEC; and CO Naval Security Force NAS Atlanta. He has also served as Executive Officer for Supervisor of Salvage (NAVSEA 00C) and Executive Officer SUPSHIP Gulf Coast. Other reserve assignments include Readiness Department Head at NAVSEA 122, Vehicle Maintenance Officer for Mobile Inshore Undersea Warfare Unit 206, Projects Officer for Naval Shipyard Norfolk Detachment 206, and leadership billets supporting Amphibious Ready Group IMA Detachment 0623.
Rear Adm. Jett-Parmer was recalled to active duty in 2022 to serve as Reserve Program Office Director at Naval Sea Systems Command. In this role, he led the implementation of Navy Reserve Fighting Instruction (NRFI) unit alignment, supported DEPLOYEX 25 and NAVSEA 24, and acted as technical lead for the Vice Chief of Naval Operations’ Amphibious Ship Maintenance Performance Assessment. His command responsibilities also included NAVSEA Inspector General audits, the inaugural Naval Safety Command Echelon II Assessment for NAVSEA, and command triad turnover support for Pearl Harbor Naval Shipyard.
He completed his Engineering Duty Officer Qualification program in 2002 and is an active member of the Diving Salvage and Heavy Lift mentor group as well as the Industrial Maintenance mentor group.
His personal awards include the Legion of Merit, Navy Meritorious Service Medal, Navy Commendation Medal (five awards), Navy Achievement Medal (four awards), Meritorious Unit Citation (three awards), Overseas Service Ribbon, Navy Volunteer Service Medal, Global War on Terrorism Medal, and National Defense Service Medal.
As a civilian, Rear Adm. Jett-Parmer’s career spanned nearly three decades with Unilever PLC, culminating as Global Engineering Director for Process, Fire and Construction Safety. He is currently an Assistant Teaching Professor and Assistant Graduate Program Director for Professional Engineering Programs at the University of Maryland, Baltimore County.
