Rear Admiral Quinton S. Packard

Rear Adm. Quinton ‘QP’ Packard is a native of Newtown Square, PA.  He graduated with a Bachelor of Arts Degree in International Relations from the University of Delaware and was commissioned as a Second Lieutenant through the United States Marine Corps’ Officer Candidate School in 1997. He was designated a Naval Aviator in 2000 and transferred to the Navy Reserve in 2008.  He holds a Master of Science Degree in National Resource Strategy from the National Defense University Dwight D. Eisenhower School.
 
His operational assignments include the Department Head for Safety and Standardization at Marine Medium Helicopter Squadron-263; the Weapons and Tactics Instructor for Marine Medium Helicopter Squadron-774; and the Operations and Maintenance Department Head for Helicopter Sea Combat Squadron-84.  He served as the Commanding Officer of Helicopter Sea Combat Squadron-84 and the Commodore for the Maritime Support Wing.  He has flown over 3,000 flight hours in the CH-46E, HH-60H and SH-60F aircraft.  
 
Ashore, Rear Adm. Packard served as a Weapons and Tactics Instructor at Marine Aviation Weapons and Tactics Squadron-1; Director of Reserve Force Mobilizations for Commander, Navy Reserve Forces Command; and the Executive Assistant to the Chief of Navy Reserve.  He currently serves as Director for Reserve Warfare Requirements.
 
He is a graduate of the Marine Corps Weapons and Tactics Instructor Course, Tactical Air Control Party Course, and Air Force Command and Staff Course.  He was a Harvard Kennedy School Senior Executive Fellow where he also earned his Executive Certificate in Public Policy, a Massachusetts Institute of Technology Seminar XXI Fellow, and was a Federal Executive Fellow at the Center for Strategic and International Studies. 
  
Rear Admiral Packard’s personal awards include the Legion of Merit (two awards), Meritorious Service Medal (three awards), Air Medal (sixteen strike/flight), and various other personal, unit, campaign and service decorations.
