Rear Adm. Milton Troy, a native of Mullins, South Carolina, was commissioned through the Naval Reserve Officers Training Corps (NROTC) program at Morehouse College in 1995 where he earned a Bachelor of Arts degree in Business Administration. He later earned a Master of Business Administration degree from the Terry College of Business located at the University of Georgia in Athens, Georgia (GA) as well as a Master of Arts degree in National Security and Strategic Studies from the United States Naval War College in Newport, Rhode Island (RI). He continued his Joint Professional Military Education (JPME) Phase II at the Joint Forces Staff College in Norfolk, Virginia (VA). Additionally, he received executive education at the Wharton School – Executive Programs located at the University of Pennsylvania in Philadelphia, Pennsylvania (PA).
His operational assignments include disbursing/sales officer and food service officer, USS Normandy (CG 60); supply officer, USS Spruance (DD 963); and logistics advisor to the Kuwaiti Navy, the Office of Military Cooperation-Kuwait. He completed an individual augmentation assignment as the director for logistics for Joint CREW Composite Squadron ONE, Baghdad, Iraq. His last operational assignment was as commanding officer, Explosive Ordnance Disposal Expeditionary Support Unit TWO.
Previous shore assignments include food service instructor, leadership continuum instructor, and the educational counselor for the Basic Qualification Course at the Navy Supply Corps School, Athens, Georgia; the director of the Nuclear Resource Management and deputy director of the Customer Value Management Departments at the Naval Inventory Control Point, Mechanicsburg, Pennsylvania (PA); fleet services officer and lead for fleet financial improvement and audit readiness, U. S. Fleet Forces Command, Norfolk, Virginia (VA); the executive assistant to the commander, Naval Supply Systems Command and the 47th Chief of Supply Corps, Mechanicsburg, PA; director for the internal review and evaluation division and chief of staff for the Office of the Deputy Assistant Secretary of the Navy (Financial Operations), Washington Navy Yard, District of Columbia (DC); commanding officer of Navy Service Support Advanced Training Command, Dam Neck, VA; commanding officer of the Center for Service Support, Newport, Rhode Island; chief of staff and commanding officer of enlisted troops, Naval Sea Systems Command, Washington Navy Yard, DC, and deputy director to the Chief of Naval Operations’ Warfighting Integrated Navigation Plan Implementation Framework (WIN), Washington, DC. He is currently assigned to U. S. Fleet Forces Command in Norfolk, VA as the Director, Fleet Ordnance and Supply (N41).
Rear Adm. Troy is a qualified Surface Warfare Supply Corps Officer and Navy Expeditionary Supply Corps Officer. He is a member of the Navy Acquisition Professional Community, is designated as a Joint Qualified Officer, and holds a Level III Department of Defense Financial Management Certification.
Rear Adm. Troy’s personal awards include the Legion of Merit (three awards), the Meritorious Service Medal (seven awards), the Joint Commendation Medal, the Navy/Marine Corps Commendation Medal (three awards), the Navy/Marine Corps Achievement Medal, the Outstanding Volunteer Service Medal, and various unit awards, campaign medals and ribbons.
