Rear Adm. Hill is a native of Quincy, Massachusetts. He earned a Bachelor of Arts in Political Science from Tufts University. He was commissioned through the Naval Reserve Officers Training Corps in 1996 and designated a Naval Flight Officer in 1997. He holds a Master of Arts in Security Studies from the Edmund A. Walsh School of Foreign Service at Georgetown University and is a graduate of the Naval Nuclear Power Training program.

At sea, Rear Adm. Hill flew the E-2C Hawkeye with Carrier Airborne Early Warning Squadrons (VAW) 126, 124 and 115 and commanded the “Bear Aces” of VAW-124. He served as Executive Officer of the USS George H.W. Bush (CVN 77) and Commanding Officer of the USS Arlington (LPD 24), USS Dwight D. Eisenhower (CVN 69) and USS Harry S. Truman (CVN 75).

Ashore, Rear Adm. Hill was an instructor at the Navy Fighter Weapons School (TOPGUN), a threat analyst for the Chairman of the Joint Chiefs of Staff (J-34), a requirements officer for the Chief of Naval Operations (N98), and the Chief of Staff for Commander, Naval Air Force Atlantic.

Rear Adm. Hill is authorized to wear the Legion of Merit (three awards, one with combat “C” device), Bronze Star, Defense Meritorious Service Medal, Meritorious Service Medal (four awards), Air Medal (four awards), Combat Action Ribbon, and multiple unit and campaign awards.
