Rear Admiral John Menoni

Rear. Adm. John V. Menoni is a native of Oak Park, Illinois. In 1991, he graduated and commissioned from the University of Illinois with a Bachelor of Arts in Economic, later earning a master’s degree in Business Administration. He is certified in Systems Analysis from the Naval Post Graduate School, holds his Joint Professional Military Education certification from the Naval War College and attended the Joint Forces Staff College in Norfolk, VA.

In October 1993, Menoni attended Naval flight training in Pensacola, Florida, receiving his helicopter pilot wings serving multiple operational flying tours, primarily focused in the Indo-Pacific and Central Command areas of responsibility.

Staff tours include serving as an instructor pilot, a flag lieutenant, a personnel officer, an operational planner, an executive assistant both overseas & ashore on several ECH I/ ECH II staff, and as a senior military official and joint force commander overseas. He also served as both executive officer and commanding officer of both a helicopter squadron and an amphibious ship.

Menoni’s flag tours include Naval Installations Command, Expeditionary Strike Group TWO, U.S. Naval Forces Marianas, and Assistant Deputy for Operations, Plans and Strategy for the Navy.

He assumed the Director, Programming Division on the staff of the Chief of Naval Operations in December 2023.
