Rear Adm. Hurley is a native of Galveston, Texas and a 1987 graduate of Texas A&M University. He also received an Executive Master of Business Administration degree from the University of Dallas.

Hurley is a career submarine officer and has served as division officer onboard USS Pintado (SSN 672) and USS Tautog (SSN 639); operations officer of Submarine Squadron (SUBRON) 6; and as combat systems officer onboard USS Atlanta (SSN 712).  In August 1998, he transferred to Commander, U.S. Atlantic Fleet as executive assistant to Plans and Policy, where he also took the lead in establishing contingency plans and supervising international relations.

In 2000 Hurley accepted a commission in the Navy Reserve where he has since served in support of Navy and joint forces worldwide.  He was assigned as commanding officer of several reserve units for submarine maintenance and training, an Amphibious Construction Battalion, Navy Reserve Submarine Development Squadron (DEVRON) 12, Joint Staff South; Navy Installation Command Headquarters, and chief of staff for Joint Staff J7.  Hurley also served as Commander, Logistics Group Western Pacific/Task Force 73 in Singapore and Deputy Commander, U.S. 7th Fleet in Japan.

As director, JSP, Hurley leads five centers supporting the Office of the Secretary of Defense, Joint Staff, Headquarters Department of the Army, and all other Department of Defense component offices within the National Capital Region.  Hurley oversees all daily information technology operations and defenses, managing an infrastructure and portfolio valued over $1 billion.  As director, he oversees a 2,500+ manned organization meeting Deputy Secretary of Defense directed consolidation, savings, organizational and cyberspace security requirements.
Hurley's personal awards include the Defense Superior Service Medal, Legion of Merit, Meritorious Service Medal, Navy Commendation Medal, and Navy Achievement Medal.
