Rear Admiral David H. Duttlinger

Rear Adm. David Duttlinger is a native of Berea, Kentucky. He earned a Bachelor of Science in Civil Engineering from Vanderbilt University and was commissioned an ensign through Naval Reserve Officers Training Corps scholarship program in 1992.  He also holds a Master of Science from Stanford University in Environmental Engineering, and a Master in Public Administration from the University of Kentucky.

Duttlinger’s operational tours include company commander/engineering officer, Naval Mobile Construction Battalion (NMCB) 40, Port Hueneme, California; assistant officer in charge, Detachment 309 for Amphibious Construction Battalion (ACB) 1, Coronado, California; operations officer, Seventh Naval Construction Regiment, Newport, Rhode Island; and deputy operations officer First Naval Construction Division, Little Creek, Virginia.

Support assignments include assistant public works officer, Naval Security Group Activity, Adak, Alaska; environmental engineer, Environmental Engineering Unit Pacific, Coronado, California; staff engineer, officer in charge of Contingency Construction Atlantic, Norfolk, Virginia, where he deployed in support of Operation Iraqi Freedom; facility design officer, training and operations officer, Contingency Engineering Management, U.S. Naval Forces Central Command, Tampa, Florida; detailer, Navy Personnel Command, Millington, Tennessee; and asset management, public-private venture lead, Naval Facilities Engineering Systems Command, Washington, District of Columbia.

His command tours include NMCB 28, Shreveport, Louisiana; Contingency Engineering Management, U.S. Southern Command, Miami, Florida; reserve component commander, ACB 2, Virginia Beach, Virginia; and commander, Seventh Naval Construction Regiment, Gulfport, Mississippi.

Duttlinger is a Seabee combat warfare officer and a registered professional engineer in the state of Kentucky. His military decorations include the Legion of Merit, Defense Meritorious Service Medal, Meritorious Service Medal (five awards), Joint Service Commendation Medal, Navy and Marine Corps Commendation Medal (three awards), Navy and Marine Corps Achievement Medal, and other unit and service awards.
