Rear Admiral Todd M. Evans

Rear Admiral Todd M. Evans was born in Steamboat Springs, Colorado. He attended the US Merchant Marine Academy in Kings Point, New York, where he received a Bachelor of Science degree in Marine Engineering and a commission in the US Navy. Following initial flight training and designation as a Naval Aviator, he transferred to HMT-302 in New River, North Carolina, for training in the MH-53E helicopter.

His first fleet tour was with the “VANGUARD” of Helicopter Mine Countermeasures Squadron FOURTEEN in 1997. He qualified as AMCM Mission Commander and Functional Check Pilot and deployed to Bahrain as the detachment Assistant Officer in Charge.

Following HM-14, he was selected to the US Navy Test Pilot School in Patuxent River, MD. Following graduation, Rear Admiral Evans transferred to Rotary Wing Test Squadron HX-21 where he became the Organic Mine Countermeasures Project Officer. While attached to HX-21, he received a Master’s of Science Degree in Systems Engineering from Johns Hopkins University.

In 2004, Rear Admiral Evans transferred to Mine Countermeasures Squadron TWO in Ingleside, Texas, where he became the Lead Planner and Air Operations Officer and qualified as a Staff Tactical Action Officer. He then joined the “Blackhawks” of Helicopter Mine Countermeasures Squadron FIFTEEN as the Officer in Charge of the detachment in Bahrain. Following his department head tour, he attended the US Army Command and General Staff College in Fort Leavenworth, Kansas, where he earned Joint Professional Education 1.

In 2009. he became the Executive Officer and, later, the Commanding Officer of HM-14 providing Airborne Mine Countermeasures Support within CONUS and 7th Fleet as well as providing Fleet Replacement Support for the MH-53E community. During his tenure, the squadron supported Operation Unified Response and Operation TOMADACHI.

Following his command tour, Rear Admiral Evans returned to NAS Patuxent River as PMA-299 Assistant Program Manager for Logistics and In-Service Integrated Product Team (IPT) Lead. In 2015, he transferred to PMA-274 to support the Presidential Helicopter Program as the in-service IPT Lead until being selected in 2016 to serve as Executive Assistant to the Commander, Naval Air Systems Command.

Reporting to the H-60 Helicopter Program (PMA-299), Rear Admiral Evans assumed command as Program Manager in December 2018. Following a successful command tour, he transferred to NAVAIR Sustainment Group as Principal Military Director and shortly thereafter assumed the role of Vice Commander, Naval Air Systems Command.
