Rear Admiral Marcus J. Lockard, Jr.

A native of Houston, Texas, Rear Adm. Marcus J. Lockard, Jr. was commissioned in 1998 via ROTC at Texas A&M University.  He holds a BBA in Management from Texas A&M, an MBA in Finance from the Kenan-Flagler Business School at the University of North Carolina at Chapel Hill, and an MA in National Security from the US Naval War College.  He is a graduate of the Naval Command and Staff College and the Joint Forces Staff College. 

Lockard is a naval flight officer and started his career flying the EA-6B Prowler with VAQ-136. As part of the FDNF, he completed numerous Western Pacific deployments with CVW-5 onboard USS Kitty Hawk (CV-63) and flew in the final days of Southern Watch and the opening weeks of Operation Iraqi Freedom. While on active duty he also served on the staff of the Office of Naval Intelligence and with Joint Task Force Paladin supporting NATO ISAF’s mission in Bagram Afghanistan. 

Following Transition to the Navy Reserve, Lockard completed his department head tour with the Star Warriors of VAQ-209 where he participated in four combat deployments to Bagram Air Base, Afghanistan flying in support of operation Enduring Freedom. Lockard transitioned to the EA-18G Growler and screened for squadron command of VAQ-209 where he led the squadron’s initial carrier qualification in the EA-18G and the first reserve component expeditionary Growler deployment to U.S. Indo-Pacific Command. Under his leadership, the Star Warriors swept the Battle E, Safety S, and CTSW Golden Wrench awards. 

Lockard’s subsequent command tours include commanding officer of NR COMSEVENTHFLT Future Operations, NR OPNAV N3N5 in the Pentagon, major command of NR COMPACFLT N3N5, and sequential major command as Reserve Chief of Staff for NR COMPACFLT.   

He is authorized to wear the Legion of Merit, the Meritorious Service Medal, the Air Medal (with combat distinguishing device), the Joint Commendation Medal, the Navy Commendation Medal, the Navy Achievement Medal, and various unit and campaign awards.
