Rear Admiral Raymond P. Owens III

RDML Raymond P. Owens III is a native of Monterey, California. He earned a Bachelor of Science from the U.S. Naval Academy in 1996, a Master of Science from Johns Hopkins University, and a Master of Arts in International Relations from Salve Regina University.  

Operationally, Owens served as a P-3 pilot with Patrol Squadron 47 in Kaneohe Bay, Hawaii, and as a C-12 Huron pilot in Misawa, Japan, completing multiple deployments to the Middle East and Indo-Pacific.  He also served aboard the USS Kitty Hawk (CV 63) in Yokosuka, Japan, as Assistant Air Operations Officer, and as Air Operations Officer for Commander, Naval Forces Japan. 

Following transition to the Foreign Area Officer community, he has held numerous assignments across the Indo-Pacific.  His postings include Deputy Chief of the Office of Defense Cooperation at the U.S. Embassy in Kuala Lumpur, Malaysia; Functional Plans Deputy Chief at U.S. Pacific Fleet; Naval Attaché at the U.S. Embassy in New Delhi, India; and Senior Defense Official and Defense Attaché to the Republic of Singapore.

Owens served on the staff of the Chief of Naval Operations (OPNAV N51) as Branch Head for International Affairs and Security Cooperation, while also serving as the Navy Foreign Area Officer Community Chief of Staff.  In June 2025, he assumed duties as Director, Navy International Programs.

His personal awards include the Defense Superior Service Medal, Defense Meritorious Service Medal, Meritorious Service Medal, Navy Commendation Medal, Navy Achievement Medal, and various unit citations and awards.
