Rear Admiral Damian D. “Dom” Flatt

Rear Admiral Damian D. “Dom” Flatt is a U.S. Navy JAG Corps officer and a native of Phoenix, Arizona.  He graduated from Trinity University in 1992 and Lewis & Clark Law School in 1995.  He was a fellow in the Massachusetts Institute of Technology's foreign policy seminar (Seminar XXI) in 2013.

At sea, Rear Admiral Flatt served as the staff judge advocate to Commander, Carrier Strike Group 9 embarked on USS Abraham Lincoln (CVN 72) and the staff judge advocate to Commander, Amphibious Squadron 4 embarked on USS Kearsarge (LHD 3) alongside the Marines of 22nd MEU.  He also spent a year in Afghanistan in the advisor mission.

Ashore, Rear Admiral Flatt has served as the principal legal advisor to Commander, U.S. Indo-Pacific Command; Commander, U.S. Pacific Fleet; the Vice Chief of Naval Operations; and the Chief of Naval Air Training.  He was principal deputy legal counsel to the Chairman of the Joint Chiefs of Staff; director of legislation at the Navy Office of Legislative Affairs; and an instructor at the U.S. Naval Academy

Within the JAG community, Rear Admiral Flatt was the Assistant Judge Advocate General of the Navy (Management & Operations), held command overseas, served as an assignments officer, as a commissioner on the Navy-Marine Corps Court of Criminal Appeals, and as a trial defense counsel.

Rear Admiral Flatt currently serves as Commander, Naval Legal Service Command with the mission of providing legal services and support to Navy personnel and their families across the globe.
