Rear Admiral Duffy is a native of Kenilworth, Illinois and graduated from the US Naval Academy in May 1996.  RDML Duffy holds a MBA from the University of Massachusetts at Amherst, a MA from the US Naval War College, and is a MIT Seminar XXI graduate.  He served as a member on USAA’s Advisory Board from 2007-2009, the Navy’s representative to the Defense Business Board staff from September 2011 to January 2013, and as the Finance Committee Chair on the NEX Board from 2022-2024. 

RDML Duffy’s sea assignments included tours and deployments in VAW-121 Bluetails, during which he graduated from the TOPGUN C2 course and was named the 2001 Atlantic Fleet Hawkeye NFO of the Year, in VAW-126 Seahawks, and in service as Flag Lieutenant for Commander, ENTERPRISE Carrier Strike Group.  He was the Commanding Officer of VAW-112 Golden Hawks and the Commodore for Airborne Command & Control and Logistics WING.

RDML Duffy’s shore assignments included selection as the first junior officer detailed to the Chief of Naval Operations’ strategic think tank, DEEP BLUE, head of Air Wing training at the E-2 Hawkeye Weapons School in Fallon, Nevada, with the Navy’s Senate Liaison Office on Capitol Hill, as the US European Command and Supreme Allied Commander Europe’s (SACEUR) Chief of Senate Affairs, and as the Deputy Executive Assistant to the 31^st Chief of Naval Operations. 

RDML Duffy most recently served as FMB-1, leading an immediate team of thirty professionals with oversight responsibility for all 19 Budget Submitting Office activities across our Navy for budget execution.  He was ultimately accountable for the proper obligation of over $110 Billion in Navy Operations, Maintenance, Personnel, and Contingency funding for the current fiscal year.  Prior to this assignment, he served as the Deputy Division Director, N83B, in the OPNAV N8 Directorate (Integration of Capabilities and Resources).

He is the recipient of the 2015 Vice Admiral James Stockdale Leadership Award.  RDML Duffy is authorized to wear the Legion of Merit (3), Defense Meritorious Service Medal, two Strike/Flight Air Medals, and various other unit and campaign devices.  He is most proud of his former teammates continuing on to command, promotion, and positions of leadership.  As part of a crew, he has made over 350 arrested landings on eight US Navy aircraft carriers.
