The following reports the results of every Special and General Court-Martial convened within the United States Navy in July 2019. The cases are separated by the Navy Region in which they were tried.
Naval District Washington
General Court-Martial
At a General Court-Martial in Norfolk, Virginia, ABH3 Wyman Jones, USN, pled guilty pursuant to a pretrial agreement to two specifications of assault consummated by a battery. On 30 July 2019, the military judge sentenced him to confinement for 6 months. The pretrial agreement had no effect on the sentence. The pretrial agreement contained a waiver of the accused’s administrative separation board.

Navy Region Mid-Atlantic
At a General Court-Martial in Norfolk, Virginia, ET3 Jonathan T. Mathews, USN, pled guilty pursuant to a pretrial agreement to rape of a child, sexual abuse of a child, and violation of the Joint Ethics Regulation regarding Internet use. On 2 July 2019, the military judge sentenced him to be discharged with a Dishonorable Discharge, reduction in rank to paygrade E-1, and confinement for 18 years. Pursuant to the pretrial agreement, all confinement greater than 8 years is to be suspended and reduction in rank below paygrade E-2 is to be disapproved. The suspended punishment may be served if the Service Member violates the terms of the pretrial agreement.
At a General Court-Martial in Norfolk, Virginia, ABFAN Uriel Gerardo-Olivas, USN, pled guilty pursuant to a pretrial agreement to attempted murder. On 19 July 2019, the military judge sentenced him to be discharged with a Dishonorable Discharge, reduction in rank to paygrade E-1, and confinement for 25 years. Pursuant to the pretrial agreement, all confinement greater than 120 months is to be suspended. The suspended punishment may be served if the Service Member violates the terms of the pretrial agreement.
At a General Court-Martial in Norfolk, Virginia, HN Blake A. Espadron, USN, pled guilty pursuant to a pretrial agreement to assault consummated by a battery and indecent conduct. On 23 July 2019, the military judge sentenced him to reduction in rank to paygrade E-1, and confinement for 100 days. The pretrial agreement had no effect on the sentence. The pretrial agreement contained a waiver of the accused’s administrative separation board.
At a General Court-Martial in Norfolk, Virginia, an E-4 was tried for sexual assault. On 25 July 2019, the panel of members returned a verdict of not guilty.
Navy Region Southeast
At a General Court-Martial in Pensacola, Florida, an E-3 was tried for five specifications of sexual assault. On 25 July 2019, the panel of members returned a verdict of not guilty.
Navy Region Northwest
At a General Court-Martial in Bremerton, Washington, MMN1 Michael B. Powell, USN, pled guilty pursuant to a pretrial agreement to two specifications of attempted sexual abuse of a child. On 10 July 2019, the military judge sentenced him to be discharged with a Dishonorable Discharge, reduction in rank to paygrade E-1, and confinement for 42 months. Pursuant to the pretrial agreement, a Bad Conduct Discharge is to be approved, and confinement in excess of 30 months and reduction in rank is to be suspended. The suspended punishments may be served if the Service Member violates the terms of the pretrial agreement.

At a Special Court-Martial in Bremerton, Washington, LCpl Dalton C. Farr, USMC, pled guilty pursuant to a pretrial agreement to one specification of wrongful introduction of marijuana and one specification of wrongful use of a marijuana. On 11 July 2019, consistent with the pretrial agreement, the military judge sentenced him to reduction in rank to paygrade E-1 and confinement for 7 months. The pretrial agreement contained a waiver of the accused’s administrative separation board.
At a Special Court-Martial in Bremerton, Washington, MMN3 Travis M. Farmwald, USN, pled guilty pursuant to a pretrial agreement to three specifications of wrongful use of a controlled substance. On 22 July 2019, consistent with the pretrial agreement, the military judge sentenced him to reduction in rank to paygrade E-1 and confinement for 90 days. The pretrial agreement contained a waiver of the accused’s administrative separation board.
Navy Region Southwest
At a General Court-Martial in San Diego, California, SOC Edward R. Gallagher, USN, was tried for premeditated murder, discharging a firearm, disorderly conduct prejudicial to good order and discipline and of a nature to bring discredit upon the armed forces, failure to obey a general order, obstructing justice, and two specifications of attempted premeditated murder. On 3 July 2019, the panel of members returned a verdict of guilty for disorderly conduct prejudicial to good order and discipline and of a nature to bring discredit upon the armed forces and sentenced him to forfeit $2,697.00 pay per month for 4 months, reduction in rank to paygrade E-6, and confinement for 4 months.
At a General Court-Martial in San Diego, California, HM2 Anthony J. Fryer, USN, was tried for indecent recording and obstructing justice. On 26 July 2019, the panel of members returned a verdict of guilty for indecent recording and obstructing justice and sentenced him to be discharged with a Bad Conduct Discharge, reduction in rank to paygrade E-3, and confinement for 12 months.
At a Special Court-Martial in San Diego, California, MN2 Alexander A. Marshall, USN, pled guilty pursuant to a pretrial agreement to possession of a controlled substance with intent to distribute and distribution of a controlled substance. On 12 July 2019, the military judge sentenced him to be discharged with a Bad Conduct Discharge and confinement for 45 days. Pursuant to the pretrial agreement, the punitive discharge is to be suspended. The suspended punishment may be served if the Service Member violates the terms of the pretrial agreement. The pretrial agreement contained a waiver of the accused’s administrative separation board.

At a General Court-Martial in Yokosuka, Japan, MA2 Adam Pyron, USN, was tried for two specifications of attempted rape of a child, one specification of rape of a child, one specification of sexual abuse of a child – sexual contact, two specifications of sexual abuse of a child – indecent exposure, and one specification of sexual abuse of a child – indecent communication.
