Surface Warfare Officers School (SWOS) recognized its top civilians for fiscal year 2017 Oct. 18.

SWOS Commanding Officer Capt. Scott F. Robertson expressed his sincere admiration and appreciation for the outstanding efforts awardees and the high-performing candidates put forth during the year.

Gary Glover, SWOS deputy comptroller, was honored as the 2017 Senior Civilian of the Year (COY) for his superior performance ensuring a 99.9 percent financial execution of the Total Obligation Authority for fiscal year 2017.

Glover's management of his department and staff had a direct impact on the mission success of SWOS, through the management of contracts, labor transactions, travel requirements, and supply support to 10 learning sites across the globe. He was also instrumental in preparing the command for a seamless transition to the Standard Accounting, Budgeting and Reporting System.

"I'm extremely proud to be back at SWOS and part of a team that makes such a positive impact on training of our Navy's Sailors," said Glover, who had previously served at SWOS as the deputy director of the N8 department and returned in 2016.

Bill Furman, a senior administrative assistant, was honored as the 2017 Junior COY for his customer service and student reception and transfer management.

Furman started working at SWOS in early 2009 and handles student throughput matters, such as travel advances, military orders, individual transactions, dependent location packages and the passport program for the entire domain. He said he enjoys the challenges the administration department presents on a day-to-day basis.

"During my time at SWOS, I have easily processed almost ten thousand students from check-in to detachment and everything in between," said Furman. "When I found out that I was selected I was shocked. I am honored to have been selected."

SWOS readies sea-bound warriors to serve on surface combatants as officers, enlisted engineers and enlisted navigation professionals to fulfill the Navy's mission to maintain global maritime superiority.
