Rear Adm. Adrian Jansen received non-judicial punishment (NJP) at Admiral's Mast held today by Commander, United States Fleet Forces, Adm. Phil Davidson.

A Defense Criminal Investigative Service investigation revealed violations of the Uniform Code of Military Justice (UCMJ) associated with Jansen's involvement with Glenn Defense Marine Asia (GDMA).

The investigation showed that Jansen had an inappropriately familiar relationship with Leonard Francis, Chief Executive Officer and President of Glenn Defense Marine Asia, while serving as the Naval Attache, Jakarta, Indonesia from 2010 to 2013. He attended multiple private dinners paid for by Leonard Francis over the course of two years, and accepted gifts of wine. The gifts of dinners and wine totaled more than $5000.00, and exceeds amounts permitted by law and authorized under Department of Navy (DON) regulations. In addition, Jansen had a duty to report his contact with Leonard Francis, as well as the acceptance of the gifts, and he failed to do so.

During NJP, Davidson found Jansen guilty of violating article 92 of the UCMJ. Jansen received a punitive letter of reprimand and forfeiture of $3,750.00 pay per month for two months.

In conjunction with Admiral's Mast, Jansen has submitted a voluntary request for retirement that will be reviewed in accordance with existing processes. Jansen will continue to serve in his current position as a Special Assistant on the Commander, Navy Installations Command staff until the review of his retirement request is completed.

Former Secretary of the Navy Ray Mabus directed the appointment of a Consolidated Disposition Authority (CDA) in March 2014 to act as an independent authority to further review GDMA cases forwarded by DoJ to the DON. This is a rigorous process. Dispositions by the CDA are fact and case specific and may range from no action to administrative or disciplinary action in accordance with the UCMJ. Davidson is the DON CDA for GDMA cases.

All DON personnel, particularly senior leaders, and those in leadership positions must be held to the highest standards of personal and professional behavior given their scope of trust and responsibility. The DON takes the corruption and fraudulent activity related to GDMA seriously, and is committed to holding personnel accountable.
