NAVSUP OPS Research Team Drives Efficiencies Enterprisewide

Continuing to increasing Enterprise efficiency and effectiveness is essential for Naval Supply Systems Command's (NAVSUP) successful fleet support. However, finding innovative ways to address and solve Enterprise problems is not an easy task.
Continuing to increasing Enterprise efficiency and effectiveness is essential for Naval Supply Systems Command's (NAVSUP) successful fleet support. However, finding innovative ways to address and solve Enterprise problems is not an easy task. NAVSUP's Operations (OPS) Research and Performance Analysis Branch tackles this challenge with their timely and independent research and data analysis for the NAVSUP Enterprise. As a result of their hard work and dedication to improving efficiency, the OPS Research Team was awarded the NAVSUP Team of the Year award for 2017 in September. A recent success of the OPS research team was the modification of a Microsoft Excel tool originally created by the U.S. Marine Corps to assist in performance tracking. During this project, the OPS research team analyzed and adjusted the tool for use by NAVSUP Assistant Commanders (ACOMs) when allocating funds for performance awards. "It was crucial to make the tool and process intuitive and transparent for supervisors and management," said Adam Martin, OPS Research Team lead. "The team worked hard to make the application user friendly, so supervisors could save time by quickly and easily adding the required data." The team also developed metrics for fleet logistics, which enable NAVSUP leadership to more effectively evaluate supply chain processes. Two examples are the "On Time- Repair Completion" and "Economic Benefit" metrics. The team has worked closely with the NAVSUP ACOM for Enterprise Logistics Engineering and the NAVSUP Business Systems Center to promote the use of data science. Additionally, they were able to identify business areas that could benefit from the application of predictive modeling techniques, descriptive statistics, and data visualization to solve Enterprise problems. The team continues to work on projects to improve the way NAVSUP does business, including the development of a more holistic and comprehensive set of metrics. These will allow NAVSUP leaders to better understand cause and effect and the specific actions we can take to improve NAVSUP support to customers. The NAVSUP OPS Research Team is led by Adam Martin and Lt. Cmdr. Phil Mogilevsky. Members include: Christopher Ott, Ryan Shakely, Christopher Ferrarini, Karl Crosson, and Kelly Moran. NAVSUP's mission is to provide supplies, services, and quality-of-life support to the Navy and joint warfighter. With headquarters in Mechanicsburg, Pennsylvania, and employing a diverse, worldwide workforce of more than 22,500 military and civilian personnel, NAVSUP oversees logistics programs in the areas of supply operations, conventional ordnance, contracting, resale, fuel, transportation, and security assistance. In addition, NAVSUP is responsible for food service, postal services, Navy Exchanges, and movement of household goods.
